We are seeking a Legal Analyst with knowledge of federal privacy regulations to support the management of legal and compliance obligations at a major Federal agency.

US Citizenship is required for this role. In addition, the selected applicant must submit to a government background investigation and be favorably adjudicated before their first day.

This position is primarily remote but will require occasional in-person meetings. The selected applicant must live within commuting distance of Washington, D.C.

The Legal Analyst will gather, define, and modernize business processes for the Senior Agency Official for Privacy (SAOP), specifically identifying areas of privacy risk reduction, ensuring appropriate documentation required by law, and reviewing content for agency-wide and role-based privacy training. He/She will also support the inventorying of records notices and the development of a system to store these notices, particularly focusing on privacy regulations and processes and ensuring compliance with legal requirements and information disclosure laws, including the Freedom of Information Act.

RESPONSIBILITIES:

  • Process Development: Collaborate in the development and modernization of business processes for the Senior Agency Official for Privacy (SAOP).
  • Risk Assessment: Assess workflows and business processes to identify areas for privacy risk reduction and ensure compliance with legal requirements.
  • Documentation Oversight: Ensure the preparation and maintenance of appropriate documentation required by privacy laws and regulations.
  • Training Development: Contribute to the implementation of agency-wide and role-based privacy training programs to enhance awareness and compliance.
  • Records Management: Inventory and develop a system of records notices in accordance with federal requirements and organizational policies.
  • OMB SAOP Support: Assist with additional tasks in support of the Office of Management and Budget (OMB) SAOP, including cross-cutting compliance with information disclosure laws, such as the Freedom of Information Act (FOIA).
  • Data Management: Collect and maintain compliance-related data or records that are accurate, complete, and fulfill legal requirements. Document activities or processes that track or ensure compliance with organizational functions.
  • Gap Identification: Identify gaps in documentation or potential areas of non-compliance, and suggest resolutions. Ensure systems are updated appropriately.
  • Response Management: Respond to standard requests for documentation or records based on established guidelines, referring more complex or confidential inquiries to management.
  • Repository Maintenance: Maintain a repository of forms, handbooks, policies, or other documents needed to comply with applicable regulations or standards.
  • Collaboration: Work closely with legal, compliance, and operational teams to ensure privacy considerations are integrated into all relevant processes and policies.

REQUIRED SKILLS & EXPERIENCE:

  • A minimum of 5 years of proven experience as a Legal or Contract Analyst, preferably with a focus on privacy and compliance
  • Strong understanding of privacy laws and regulations, including the Freedom of Information Act (FOIA)
  • Experience in analyzing business processes and identifying legal compliance issues
  • Excellent attention to detail and strong organizational skills
  • Strong oral and written communication skills for effective collaboration and training delivery
  • Ability to work as part of a team and build collaborative relationships
  • Detail-oriented with excellent organizational skills
  • Independent problem-solving skills, strong analytical abilities, creativity and a “helping others helps us all” personality
  • Excellent time management and ability to juggle multiple tasks under strict deadlines

PREFERRED SKILLS & EXPERIENCE:

  • Familiarity with privacy risk assessment methodologies and compliance frameworks.
  • Experience developing training materials and conducting training sessions.
  • Knowledge of records management practices and the development of a system of records notices.
  • Understanding of cross-cutting compliance issues and their implications for legal and operational processes.
  • Previous experience working with government agencies or regulatory bodies is a plus.

EDUCATION:

  • Bachelor’s degree in Law, Business Administration, or a related field.
